When you're talking of this community as a whole or do not know the person both are fine. Some individuals have a preference and some don't. Some people today prefer one and some the other. The important part is you did not use an inappropriate euphemism ("special needs" or"differently abled") and you requested. Provided that you keep requesting and adhere with some form of handicapped or disability you should be OK. OP might feel differently but since you asked about over just OP I thought I'd let you know my emotions.
From my personal (albeit anecdotal) experience many'people with disabilities' (like myself) vastly prefer handicapped people to Buy Nook Miles Ticket individuals with disabilities ( and that we came to this conclusion separately actually says something, I presume )
